The Future of Multilateral Arms Control, Paris, France (June 26 - 27, 2003)

The GSC Program convened a workshop on the future of multilateral arms control in Paris in June 2003, hosted by the Fond d'analyse des sociétés politiques (FASOPO), a new transnational research group. Among the leading analysts of nuclear arms control, international organization, international relations theory, and regional politics assembled in Paris were Gwyn Prins (LSE), Therese Delpech (French AEC), Chung-in Moon (Yonsei University, Seoul), Olivier Roy (CNRS), Pavel Podvig (Princeton University), Matts Berdal (Kings College London), Christian Lechervy (French Ministry of Foreign Affairs), and Shai Feldman (Jaffee Center), among others. The lively discussions produced a number of useful insights. The workshop participants represented a diverse range of experience, disciplines, and international perspectives. The focus of the workshop was broad, with particular reference to events in the Persian Gulf and comparisons with the Korean crisis. The discussions sought to sort out the implications of the last several months for multilateral arms control accords and institutions that face an apparent crisis of legitimacy and viability. The workshop helped both frame the topics at stake and pose questions for further research. The GSC Program is also pursuing a related line of inquiry within the South Asian Nuclear Project.
